Yes. Many clients start with the Foundation package and move to Residency once their business is up and running. Services already delivered stay yours, only the difference is billed.
Applying for a Latvian residence permit is a separate process from forming the SIA. Becoming a Latvian tax resident involves leaving your current tax residency under specific criteria (time spent, centre of economic interests). We refer you to a suitable tax advisor before any commitment on this point, since the consequences are personal to each situation.
